CONTRACT ADMINISTRATOR

FLSA Status:  Exempt

 Location:  1300 North Broad Street                 

ESSENTIAL DUTIES AND RESPONSIBILITIES:   This is a professional level procurement position dealing with confidential, high quantity, time sensitive procurement activities. The work requires an understanding and ability of interpreting and processing documents including, purchase orders, invoices and payments. The work also requires knowledge of techniques, methods, and procedures used to interpret contract specifications and agreements, and depending upon assignment, may require knowledge of construction projects, other services and goods to ensure contract specifications meet the needs of the organization. The position requires excellent written and verbal communication. Work is primarily performed in an office environment but may require field work. The work requires use of personal computer using word processing, spreadsheet, database and various accounting software programs. The physical demands consist mainly of sitting, standing at a work station for extended periods of time, using standard office equipment on an ongoing basis, and occasionally lifting and moving light objects.  The position operates standard office equipment. The work is performed under limited supervision where the work assignments are subject to practices and procedures covered by precedents and well-defined policies, the worker is permitted to set priorities and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness and adherence to methods, standards and policies.

EDUCATION AND EXPERIENCE REQUIRED:   A five year combination of education, training, and experience in professional contract administration, which includes at least two years in preparation and analysis of contract specifications.

PHYSICAL DEMANDS:  Must be able to sit in an office environment, able to lift up to 15 lbs. 

WORK ENVIRONMENT:  Most of the work will occur in an air conditioned environment; however, some functions may be held outdoors.      

LICENSE AND CERTIFICATION:  Must be insurable by JHA’s insurance and possess a valid Florida Driver’s License.

SALARY RANGE:              [$24,643 - $28,450]                 $32,479                     $40,538

COMPLIANCE SPECIALIST

FLSA Status:  Exempt

Location:  1085 Golfair Blvd. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:  Receive and review allegations of fraud and program abuse in the Housing Assistance and Management Divisions.  Investigate fraud by requesting information from agencies and conduct field investigations in order to determine whether fraud has occurred.  Prepare fraud cases for the State Attorney to prosecute.  Maintain written records of investigations and conclusions.  Promote early detection and prevention by participating in Property Owner’s Workshop and Participant Briefings.  Ensure the quality of client and data files by reviewing/auditing a sample of files and computer reports to assure that they are incompliance with federal requirements and regulations.  Analyze results of reviews and provide information to staff in periodic meetings.  Work on special projects as assigned and provide information and training to staff.  Investigate fraud referrals by reviewing files, serving as a witness when needed, and coordinating prosecution through the State Attorney’s Office.  Establish and maintain good relations with employers and agencies in order to exchange information needed to establish whether fraud has occurred.  Develop and recommend forms, manuals, and/or procedural changes to enhance accuracy and consistency.

EDUCATION AND EXPERIENCE REQUIRED:   Bachelor’s degree in management, business administration, social science area, or closely related field or an equivalent combination of education and experience.  Minimum of at least 5 years of experience in property management administration or Housing Choice Voucher either in the private sector or with a housing authority.  Previous experience with quality control analysis/auditing and at least two years of classroom teaching/training of all related HUD property management programs is highly desirable.   Thorough knowledge of federal housing authority program rules and regulations and certification from a professional training entity is required for at least one of the following federal programs: Public Housing Manager, Certified Occupancy Specialist, Housing Choice Voucher, or Tax Credit. Strong computer experience is required and experience with Yardi Voyager 6.0 Property Management software is a plus.  An equivalent combination of education and experience will be considered.      

PHYSICAL DEMANDS & WORK ENVIRONMENT:  Must be able to sit in an office environment, walk upstairs to meet with clientele, able to lift up to 15 lbs.  Most of the work will be in an environment with air conditioning but some may be held out doors.      

LICENSE AND CERTIFICATION:  Must be insurable by JHA’s insurance and possess a valid Florida Driver’s License.  Certified as a Notary Public preferred.  PHM, COS, HCV, or LIHTC Certification is required to be obtained within the first year of employment.

ACCOUNTANT II

FLSA Status:  Exempt

Location:  1300 N. Broad Street                 

ESSENTIAL DUTIES AND RESPONSIBILITIES:  The work requires an understanding and application of the theories, principles, and practices of accounting and financial management evidenced by a combination of education, training and related job experience. The position requires excellent written and verbal communication in dealing with others.  Work is performed in an office environment. The work requires use of personal computer using word processing, spreadsheet, database and various accounting software programs. The physical demands consist mainly of sitting or standing at a work station for extended periods of time, using standard office equipment on an ongoing basis, and occasionally lifting and moving light objects.

The essential functions of the Accountant II include, but are not limited to:

  • Maintains and audits financial records, accounts, ledgers, and journals
  • Analyzes accounting and fiscal data, records and reports
  • Prepares journal entries and posts transactions to proper accounts
  • Prepares summaries, trial balances, and related reports and statements
  • Conducts field audits and prepares comprehensive reports
  • Reconciles and balances financial statements and accounting records and ledgers
  • Develops new and modifies existing accounting procedures
  • Operates personal computer using word processing, spreadsheet, database and various accounting software
  • May certify and/or supervise preparation and maintenance of time and leave reports, payroll records and pay vouchers
  • May assist with preparation and monitoring of operating budgets

EDUCATION AND EXPERIENCE REQUIRED:   Bachelor’s degree in accounting plus 2 years of experience in accounting that includes fixed assets, general ledger, accounts payable, accounts receivable, and/or payroll or an equivalent combination of education and experience. 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of office procedures and practices
  • Knowledge of automated accounting systems
  • Skill in making and verifying mathematical calculations
  • Skill in maintaining accounting and fiscal records
  • Skill in operating standard office equipment and personal computer using word processing, spreadsheet, database, and various accounting software
  • Ability to apply accounting and auditing knowledge to work assignments
  • Ability to analyze and audit accounting, fiscal, payroll and leave data and reports
  • Ability to read, comprehend, and apply job related rules, policies and procedures
  • Ability to communicate effectively
  • Ability to develop computer based spreadsheets, graphs, summaries, and reports
  • Knowledge of governmental accounting and auditing principles, practices, procedures, methods, and theory
