Procurement Supervisor

ESSENTIAL DUTIES AND RESPONSIBILITIES: Oversees, coordinates, and administers contracting and procurement for the Authority in accordance with applicable federal, state, local laws and JHA policies. The position has supervisory responsibilities of the purchasing team. Plans, develops, and implements policies and procedures for negotiating and entering into contracts with vendors. Prepares and reviews complex bid specifications, solicits bid proposals, reviews bid responses, awards purchase orders and contracts for services and goods. Ensures JHA receives best prices, best delivery, and best products available for any given specification. Ensures all procurement activities are conducted in the most efficient and effective manner while maintaining complete compliance with all rules and regulations. Continuously improves department performance in efficiency and effectiveness as well as continuously improving supplier performance in delivery, support, total cost and product performance.

EDUCATION AND EXPERIENCE REQUIRED: Bachelor’s degree in business administration or related field and a minimum of three (3) years supervisory experience; or five (5) years or more supervisory experience in procurement, contracts and purchasing or a combination of education and experience.

KNOWLEDGE, SKILLS AND ABILITIES:
• Ability to learn and efficiently execute JHA and Housing and Urban Development (HUD) policies and procedures
• Demonstrated skill in principles and practices of supervision
• Demonstrated skill in using fully automated financial and accounting software
• Expert knowledge of Microsoft Office Suite to include, Excel, Power Point and Word
• Ability to analyze contractual and technical information to formulate recommendations
• Ability to plan, organize, and assign routine work and special projects in order to achieve the organization’s goals
• Ability to communicate effectively, both orally and in writing, with internal and external customers about the Authority’s procurement policies
• Ability to manage multiple priorities and multiple demands to accomplish tasks in accordance with established requirements and deadlines

PHYSICAL DEMANDS: Must be able to sit in an office environment, walk upstairs to meet with clientele, able to lift up to 15 lbs.

WORK ENVIRONMENT: Most of the work will be in an environment with air conditioning but some may be held out doors.

LICENSE AND CERTIFICATION: Must be insurable by JHA’s insurance and possess a valid Florida Driver’s License.

SALARY RANGE:       [$42,117 – 49,759]              $56,806              $74,446.28

We anticipate hiring between the minimum and first quartile of the range, depending upon previous similar experience. Existing JHA employees may be eligible for above the first quartile but not above the top range.
