Housing Counselor Trainee

FLSA Status: Non-Exempt

ESSENTIAL DUTIES AND RESPONSIBILITIES: Interview prospective and current program participants, determine eligibility for participation in the Housing Assistance Payments Program. Perform participant annual re-exam functions and monitor client continued participation in the program. Determine verifications needed to evaluate applicants’ eligibility for program participation. Prepare and submit verification requests to appropriate sources. Assemble verified information and prepare eligibility determinations. Determine need for interim rent changes (payment changes) and complete all required processing.

EDUCATION AND EXPERIENCE REQUIRED: Bachelor’s Degree or four years of related experience in a Housing Authority or similar environment. Must have general knowledge of Human Services resources and other housing and community development programs for participant referral. Must have good interviewing skills and techniques. Ability to communicate effectively orally and in writing and to elicit information during interviews. Ability to perform simple mathematical calculations with accuracy. Ability to interpret and apply regulations and to understand legal forms and documents. Ability to maintain confidentially of participant interviews, information and files. Ability to establish effective working relationships with applicants and fellow employees. General knowledge of computer with a basic understanding of keyboard protocol. Ability to organize and manage a large caseload.

PHYSICAL DEMANDS: Must be able to sit in an office environment, walk upstairs to meet with clientele, able to lift up to 15 lbs.

WORK ENVIRONMENT: Most of the work will be in an environment with air conditioning but some may be held out doors.

LICENSE AND CERTIFICATION: Must be insurable by JHA’s insurance and possess a valid Florida Driver’s License.

SALARY RANGE:            [$12.20 - $12.92]         $14.35                  $18.69

We anticipate hiring between the minimum and first quartile of the range, depending upon previous similar experience. Existing JHA employees may be eligible for above the first quartile but not above the top range.
