PURPOSE:

Duval County is giving notice of a public hearing which will be held to obtain citizen input necessary for The FY2023 Preservation and Reinvestment Initiative for Community Enhancement (PRICE) grant application for $25,126,643.52. The Price Grant is a six-year grant to support communities in their efforts to maintain, protect, and stabilize manufactured housing and manufactured housing communities (MHCs). The PRICE Main funding will support low- and moderate-income homeowners with manufactured housing units and manufactured housing communities with critical investments such as repairs, infrastructure improvements, and upgrades to increase resilience.

 

BACKGROUND:

Manufactured housing is a critical piece of the nation's affordable housing stock that provides a home to over 22 million Americans. Manufactured housing and manufactured housing communities (MHCs) face significant challenges to affordability, resilience, infrastructure, and maintenance that are exacerbated by state titling and local zoning laws, financial pressures from landowners or investors, and extreme weather, natural hazards, and disaster events.

 

PUBLIC MEETING DETAILS:

The County invites all interested persons to a Public Hearing to provide input and discuss the Preservation & Reinvestment Initiative for Community Enhancement (PRICE) grant application. The public hearing is part of the required 15-day public comment period for the pre-application process. The 15-day comment period will run from June 18, 2024 to July 2, 2024. Copies of the draft pre-application will be available at the hearing. An electronic copy may be emailed upon request at HCDDComments@coj.net. The Housing and Community Development staff will make every effort to accommodate those with limited English proficiency and visual impairment who wish to review the document.

 

Comments should be submitted via email at HCDDcomments@coj.net, or in writing and delivered to Housing and Community Development, 214 N. Hogan Street, 7th Floor, Jacksonville, Florida 32202. Comments must be received no later than 5:00 p.m. on Tuesday, July 2, 2024.
