Public Housing (PH) in Duval County is administered by Jacksonville Housing (JH). Created in September of 1994 by the Mayor and City Council of Jacksonville, JH was formed to create an effective community service oriented public housing agency.
Prior to the establishment of JH, both the Public Housing and Housing Choice Voucher (HCV) programs were administered directly by the City of Jacksonville and regulated by the U.S. Department of Housing and Urban Development (HUD).
Public Housing was established to provide decent & safe rental housing for eligible low & moderate income families, the elderly, and persons with disabilities.
Public housing comes in all sizes and types from scattered duplex and quad apartments to high-rise apartments for elderly families. These units are owned and operated by Jacksonville Housing (JH). Rent in these units is set for each family based on their anticipated annual adjusted income. There are approximately 2,653 families living in JH's Public Housing. Our units are located city wide. We have units on every side of town as well as in Baldwin and Jacksonville Beach.

We are creative and innovative in managing all aspects of our organization. We implement comprehensive plans to improve the physical conditions of our units and to expand the number of affordable housing units. We provide service to our clients which exceed their expectations and assist them in developing means to move up and out of assisted housing. Family units are dispersed throughout Duval County which makes the residents feel like a part of the community, and not targeted as low-income households.
JH is committed to providing a safe environment for its residents. JH Property Managers and off duty JSO Officers meet regularly to discuss community concerns. We also provide several police sub-stations in our community. These coordinated efforts let residents and the public know that JH has a strong and committed presence in their community.
