JOB DESCRIPTION


Job Summary 

Assist with the operation of the Resident Services Department, which provides a variety of support services to residents in public housing and HCV Programs. Develop partnerships with community service providers in order to efficiently deliver services to residents. Research and complete grant applications for funds for the department. Prepare and monitor departmental budget. Maintain records and prepare reports. Participate in board meetings, senior staff meetings, and other committee meetings, as needed.

Essential Job Functions

A. Manage multiple programs offered by resident services department to residents, including, but not limited to:

  • Develop, or oversee development, of program budgets for the department.
  • Assist Director with planning, organizing, and implementing programs of resident services, including self-sufficiency, family relations, finance, education, aging in place, etc.
  • Ability to assist with researching and writing grants for funding of programs or programs components.
  • Managed and run periodic reports, review and analyze information in order to determine the needs of residents, and accomplishments of programs
  • Verify data, facts, and statistics of all programs under scope of responsibility by periodic checks of source of information.
  • Review accounts and oversee budgets and budget requests under resident services
  • Develop and assist the director with technical reports for JHA and HUD, as required.
  • Assist director as necessary to assess potential clients and work with people in volatile situations.
  • Assist director with Evaluating work for quality and completion through inspections and review.
  • Assist director with hands-on support and guidance with service delivery to residents/program participants.

B. The Deputy Director will assist with representing JHA in the community and with HUD components, including, but not limited to:

  • Attends various agency meetings in order to give and receive information about services and possible interface with resident services programs.
  • Work with public and private agencies to develop collaborative efforts to provide goods and services for residents, including Habitat, Career Source, Jacksonville Urban League, law enforcement, school board, health department, etc.
  • Develop presentations, for JHA and HUD.
  • Serve as JHA Liaison to Resident Advisory Council.

C. Supervise resident services staff, including, but not limited to:

  • Participate in pre-employment interviews and make hiring recommendations as needed.
  • Interpret and apply JHA personnel policies, departmental policies, and other relevant policies and procedures.
  • Review time and leave reports for assigned staff.
  • Assist in overseeing and participating in training of staff.
  • Able to assist with Conducting staff meetings.
  • Prepare and review performance appraisals and discuss with subordinates as appropriate.
  • Counsel employees regarding job performance and document in accordance with established procedures.
  • Recommend disciplinary action as needed
  • The ideal candidate must be able to do perform other assigned duties as necessary or needed.

MINIMUM QUALIFICATIONS


Education and Experience

Master's degree in social work, social sciences, or closely related field plus five (5) years of progressively responsible work in human services or social work that includes two (2) years of experience working in public housing, or an equivalent combination of education and experience. At least two years of experience in grant writing preferably.

  • Knowledge of the principles and practices of social work and case management
  • Knowledge of the principles and practices of career counseling, clinical counseling, and service delivery
  • Knowledge of the principles and practices of management and supervision
  • Knowledge of HUD and organizational regulations, policies, and procedures
  • Knowledge of business English, spelling, arithmetic, and vocabulary
  • Knowledge of basic computer operations, data entry, and data summary
  • Knowledge of the organizations and agencies in the area that provide services utilized by clients
  • Knowledge of the principles of communication
  • Ability to understand and follow oral and written instructions
  • Ability to read, understand, and apply HUD and organizational rules, policies, procedures, and instructions
  • Ability to communicate orally and in writing
  • Ability to use a computer to access, enter, and compile data
  • Ability to establish and maintain effective working relationships with the public, residents, and other employees
  • Ability to interact with staff, clients, and agencies in obtaining and providing information in a polite and efficient manner, both in person, and on the telephone
  • Ability to use sound judgment in order to make decisions in accordance with established procedures and guidelines
  • Ability to manage multiple priorities and multiple demands to accomplish tasks in accordance with established requirements
  • Ability to train subordinates
  • Ability to organize and present workshops and training sessions addressing family, employment, and finance issues
  • Skilled in analyzing situations in order to identify problems and offer possible solutions

To perform this job successfully, the employee is frequently required to remain in a stationary position. Daily movements include sitting; standing; operating computers and other office equipment; moving about the office; attending onsite and offsite meetings. The employee must be able to communicate via email and verbally via telephone. The employee must occasionally lift up to fifty (50) pounds.

Work Environment 

The work environment characteristics the work is primarily conducted in an office environment, with a high level of interaction with employees, and external/internal clients.  The position may require work to be performed at different properties or sites. 

Other: Must possess a valid driver's license and be insurable by Jacksonville Housing.
