Job Summary

Funded by the U.S. Department of Housing and Urban Development, the Jobs Plus Initiative empowers residents of Jacksonville Housing Authority-Southwind Villas with employment-related services, financial incentives, supportive services, and community supports for work via an employment, case management and coaching model to assist with navigating community resources for accessing services and assistance with life management and removing barriers to employment.

Essential Job Functions

The Jobs Plus Data Specialist will support two separate functions with the Jobs Plus Grant:

  • This position will provide data entry support for to the Jobs Plus Team with Jacksonville Housing Authority's YARDI system and the designated case management software system for Jobs Plus.
  • The selected candidate will drive efficiency through data entry coordination and quality control checks with a focus on content integrity, relevance, and accuracy.
  • The Data Specialist will have the direct responsibility of calculating the Jobs Plus Earned Income Disregard (JPEID) for Jobs Plus participants and activities associated with its calculation, distribute quantitative reports and analyses, including independently managing data collection and transferring the JPEID information into the appropriate software system.
  • The selected candidate will have the skills and experience meet strict deadlines for monthly, quarterly, and annual reports, as well as data inquiries to support the Jobs Plus Team.
  • A minimal portion of the Data Specialist's time will be used to support a small case load of Job Plus participants, as they will assess the social, economic, and supportive services needs and make referrals for appropriate case management services.  
  • Ability to develop and maintain individual service plans for job development, providing feedback relating to program activities, and updating employment related activities into the software database. 
  • Conduct evaluation of residents for job training and employability skills. 
  • Provide advocacy and guidance to participants of the Jobs Plus Initiative (JPI) to assist with addressing residents' self-development, educational, employability and support service needs for selecting a career path.  
  • Day to day management of activities associated with the Jobs Plus Grant including meeting with residents to guide them through the employment process and help them achieve employment-related goals.
  • Market Jobs Plus Program to residents and recruit program participants using flyers, brochures, one on one meetings, and group meetings.
  • Use strategies to motivate residents to make changes with regard to employment and guide them towards self-sufficiency.
  • Works with assigned individuals and community partners to determine job interests, work-related goals   and supports necessary for residents to work in jobs of their choice. 
  • Work with Jobs Plus team to design or arrange adaptations necessary for residents to successfully connect with employers.
  • Assure that the individuals have the resources and materials necessary to perform job responsibilities.
  • Maintains consistent and frequent communication with the employers and community partners regarding the residents' job performances.
  • Maintains an accurate record of a worker's performance and progress.
  • Assist Jobs Plus Team in evaluating effectiveness of partners involved with the program.
  • Maintains confidentiality of all residents.  
  • Enter assessment and other required follow up data into a software system within 2 working days of activity. 
  • Meet bi-weekly with the Jobs Plus Program Manager to review outreach activities, concerns and needs of the residents.
  • Document feedback provided to residents, including plan of action(s).
  • Schedule visits, as appropriate, to reassess needs and support and monitor progress of goal achievement.
  • Ability to use sound judgment in dealing with others and resolving issues and problems.
  • Knowledgeable of Microsoft Office programs, basic internet navigation, and social media applications.
  • Other duties as assigned by the Jobs Plus Program Manager.

MINIMUM QUALIFICATIONS

Education and Experience

High school graduation or GED plus ability to use computer to enter data and generate records, with at least two (2) years of experience in public housing property management or Section 8 performing EID and rent calculations.  Any equivalent combination of education and experience.

Experience with MS Office Suite, web-based applications, and a relational database preferred.  Experience with YARDI a plus.

Must pass Public Housing Rent Calculation Certification Exam within twelve (12) months of employment.

 

Required Knowledge, Skills, and Abilities

  • Knowledge of basic office equipment, including computer, fax, telephone, copier, etc.
  • Knowledge of personal computer for use of word processing, database, spreadsheet, and electronic communications applications.
  • Knowledge of the principles of communication and ability to communicate orally and in writing.
  • Excellent attention to detail.
  • Ability to counsel with low-income families regarding self-sufficiency, planning and follow-through.
  • Ability to understand and follow oral and written instructions.
  • Ability to read, understand, and apply HUD and organizational rules, policies, procedures, and instructions.
  • Ability to analyze data and calculate JPEID information as requested.
  • Ability to accurately analyze progress toward achieving goals and motivate continued progress.
  • Ability to establish and maintain effective working relationships with the public, residents, and other employees.
  • Ability to establish and maintain a network of contacts to assist in providing services to clients.
  • Ability to interact with residents and agencies in obtaining and providing information in a polite and efficient manner, in person, telephonically and in writing.
  • Ability to use sound judgment in order to make decisions in accordance with established procedures and guidelines.
  • Skilled in analyzing situations in order to identify problems and offer possible solutions.
  • Skilled in communicating orally with residents and agencies in order to obtain and provide information.

  • Experience monitoring a records system to identify and correct errors.
  • Experience entering and retrieving data using a computerized records system.
  • Experience with MS Office Suite, web-based applications and a relational database preferred.
  • Strong oral, written, organizational, communication and interpersonal skills, including the ability to comfortably deliver public presentations to a variety of stakeholders and residents and/or groups.
  • Strong working knowledge of public housing property management.
  • Strong organizational skills with the ability to balance competing priorities.
